The Impacts of Carbon Motivated Border Tax Adjustments on Developing Countries

There is growing clamor in developed countries for CBTA(carbon motivated border tax adjustments) on imports from countries that are not subject to climate policy to address carbon leakage and competitiveness issue. The paper uses a general equilibrium model to simulate potential impacts of CBTA on different developing countries from a perspective of competitiveness.The simulation results show that CBTA affects competitiveness of different producers,their market shares and outputs,and the impacts are not neutral.CBTA results in a shift of industrial output towards non-industrial output and a relocation of production across countries,which results in carbon leakage among countries.It is likely for developing countries to cooperate on global carbon emission reductions.
